Definition: Normalizing a track (or overall recording) increases the level of audio to maximize it's volume; commonly, a track is normalized to the highest peak level within the recording. It's one of the easiest ways to quickly "master" something you've recorded.
Be careful, though -- if your overall level is too high already, normalization can ruin a recording by over-modulating a majority of the program material.
